MEF Asia Regulatory Tour - September 2009

MEF Asia member companies approached us to help them better understand the key regulatory issues that affect their businesses. With such dynamic and disparate markets it was felt that MEF’s unrivalled expertise and thought leadership could best be applied by visiting each of the key markets individually and establishing a dialogue with both the regulators and the companies who are impacted by the codes and policies. To create an environment conducive for the mobile media industry’s continual growth and vibrancy.

During September, members of the MEF Asia Board and MEF Secretariat visited India, Indonesia, Malaysia and Singapore, meeting with over 70 people, nearly 40 companies and 5 regulators.

Thought Leadership and Support 
Regulatory meetings focused on recommendations arising from our recent study of the local regulatory framework for mobile entertainment as well as the industry’s input. In addition, MEF was also able to share best practice in terms of the regulatory policies deployed by regulators from other regions. Our discussions were very productive and a great opportunity for MEF to identify and address key issues that matter to our members. 

Key Outcomes

MEF invited to join major ASEAN Initiative
The Association of Southeast Asian Nations (or ASEAN) represents Southeast Asia's version of the European Union. It features the Telecommunications Regulators Council and during its meeting with BRTI - which is leading an ASEAN regulation consolidation initiative - MEF was personally invited to help provide the framework and contribute to a joint workshop to help achieve a region wide "code of practice" for all countries under the Council's purview.

ASEAN member countries: Indonesia, Malaysia, Philippines, Singapore, Thailand, Brunei, Vietnam, Lao PDR, Myanmar and Cambodia - totalling a population of some 560 million people.

Asia Working Group
Following the success of the Regulatory tour, MEF established an Asia working group in November 2009. Meeting every 6 weeks, companies now have a forum for the discussion of specific issues and consultation for topics in individual territories, to produce consensus reports so that MEF can respond to issues and which can provide a platform for education.
